Management Analyst

Major Duties:
The Management Analyst serves as a member of the Director's Staff for the Department of Veterans Affairs, Huntington Regional Office. The incumbent is an active participant in all aspects of station management and primary responsibilities encompass duties include but are not limited to develop recommendations for program officials and supervisors and strives to have viable recommendations accepted by operating components, recommendations include development of new or modified work methods, procedural changes, systems variations, and acceptance of new technology developments. He/She will develop recommendations for improvements in administrative operations and to promote efficiency and cost savings. Advises management of unique conditions and issues which affect administrative activities and provides guidance on interpretation and implementation of new and revised legislation, policies, regulations and procedures. The Management Analyst will establish study methods and techniques to be utilized in substantive program studies and audits and interprets findings resulting from studies that are independently developed. The Management Analyst will also be the key contact for all media release for publication in various VA, VBA and local newspapers, and/or other publications at the direction of the Director. Develop a network relationship with the state and private veterans' organizations to broaden the scope of outreach and increase the community awareness of the role VA plays in being a resource to that community. He/She will speak to individuals or groups or otherwise represents the agency on media programs involving matters of interest to veterans and serve as a resource for the veteran community. Promotion Potential:
The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. Work Schedule:

Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. For a GS-11 position you must have served 52 weeks at the GS-09. For a GS-12 position you must have served 52 weeks at the GS-11. You may qualify based on your experience and/or education as described below:
Specialized Experience GS-11:
You must have one year of specialized experience equivalent to at least the next lower grade (GS-9) in the normal line of progression for the occupation in the organization. Specialized experience may typically include but are not limited to broad knowledge of pertinent laws, regulations, policies and precedents which affect processes and operations; and intermediate experience conducting detailed analyses of complex issues, broad understanding of organizational principles and project management, understanding of information exchange methods such as writing, presenting and utilizing various social media platforms. OR, Education GS-11:
Applicants may substitute education for the required experience. To qualify based on education for this grade level you must possess a Ph.D. or equivalent doctoral degree or successful completion of three (3) years of progressively higher-level graduate education leading to such a degree or a LL.M., if related, and obtained in an accredited college or university. One year of full-time graduate education is considered to be the number of credit hours that the school attended has determined to represent one (1) year of full-time study. If that number cannot be obtained from the school, 18 semester hours will be considered as satisfying the one (1) year of full-time study requirement. Part-time graduate education is creditable in accordance with its relationship to a year of full-time study at the school attended. Note:

You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Specialized experience may typically include but are not limited to comprehensive knowledge of pertinent laws, regulations, policies and precedents which affect processes and operations; extensive experience conducting detailed analyses of complex issues, mastery of organizational principles and project management, expert skills information exchange utilizing various software, technological and social media platforms. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note:
A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements:
The work is sedentary. Typically the employee may sit comfortably to do the work. However, there may be some walking, standing, bending or carrying of light items such as papers and books. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
