Supervisory Police Officer

The Lieutenant as a Shift Supervisor is responsible for day-to-day police operations and coordinates a myriad of special events and traffic accident investigations. Officers supervised are GS-6 through GS-7 and Communications/Administrative Clerks are GS-4. The Lieutenant coordinates overall law enforcement training requirements for police with the Chief of Police and/or designee. Ensures emergency responses by police are performed in accordance with Police Service/Medical Center requirements. Plans work to be accomplished by subordinates, sets/adjusts short-term priorities, prepares schedules & evaluates work performance, develops performance standards, performs all duties associated with personnel management, development and training. Operates office computer and utilizes Microsoft and other software programs such as ReportExec, Acadis and the West Virginia Automated Police Network (WEAPONS) System. The Lieutenant will operate office and law enforcement equipment in performance of administrative duties. The Lieutenant assists the Chief of Police or Designee in preparing and revising Police Service regulations pertaining to law enforcement, standard operating procedures, physical security surveys, training and developing performance standards. Incumbent is responsible for coordinating leave requests on their respective shift, evaluating shift personnel for promotion or reassignment, handling complaints and minor disciplinary problems. Incumbent holds corrective actions with shift officers/dispatchers and assists in their skill and proficiency development. Incumbent keeps the service management team informed of anticipated vacancies, increases in workloads, or other circumstances to obtain replacements, temporary help or additional staff. Responsible for the quality, quantity and timeliness of work produced by subordinates, accepting or rejecting material presented. Sets priorities and assigns work to be accomplished to meet these priorities. The Lieutenant provides explanations, counselling or instruction to individual employees on administrative matters. Interviews, recommends appointments, promotions and reassignments involving candidates for positions. Hears and resolves complaints. Effects minor disciplinary measures such as warnings and reprimands. Identifies developmental and training needs of employees and provides or makes provisions for such development and training. Informs, supports and makes available to employee's equal employment opportunity (EEO) policies, plans, programs and discusses any practices or occurrences considered discriminatory. The Lieutenant demonstrates a positive image, implements action, and supports the Affirmative Action Plans of the Medical Center. The Lieutenant employs necessary police skills in the vigorous patrol of buildings and grounds in accordance with the Police Service standard operating procedures (SOP). As a Federal Police Officer with prescribed powers of arrest for violation of federal codes, incumbent observes all activity occurring on Veterans Affairs property and acts of a suspicious nature which may result in theft, burglary, pilferage, assault, or other serious crimes. Incumbent is equally alert and responsive to situations requiring immediate courteous assistance to patients, members, visitors, and employees who require direction. Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-8 position you must have served 52 weeks at the GS-7. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. Specialized
Experience:
You must have one year of specialized experience equivalent to at least the next lower grade (GS-7) in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
experience that provided knowledge of a body of basic laws and regulations, law enforcement operations, practices and techniques and involved responsibility for maintaining order and protecting life and property. Creditable specialized experience may have been gained in work on a police force; through service as a military police officer; in work providing visitor protection and law enforcement in parks, forests, or other natural resource or recreational environments; in performing criminal investigative duties; or in other work that provided the required knowledge and skills Conditions of Employment:
Must be qualified in the use of the departmental approved firearm and be able to qualify semi-annually with their assigned firearm. Must maintain a valid State Driver's License. Must maintain their bi-annual certification in CPR - Basic Life Support. Achieve and Maintain certification as a VA Police Officer through the Law Enforcement Training Center Must successfully pass an annual physical and psychological examination. The position is expected to maintain a high standard of physical fitness and hand and eye coordination in order to maintain semi-annual qualification with the assigned firearm and annual qualification with the assigned departmental issued intermediate weapons. Officers are required to work rotating or flexible shifts. When needed and/or required to meet the Police Mission, normal tours of duty are supplemented with augmentation tours consisting of 8, 10 and 12-hour shifts. The employee is subject to random drug testing. Must be able to maintain a favorable adjudicated Minimum Background Investigation (MBI). This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. Physical Requirements:
The Lieutenant must maintain a high state of physical and mental condition necessary to perform the duties and responsibilities of a police officer and retain firearms and other weapons qualifications and certifications. As part of the yearly requirements, an in-depth psychological process is administered and a successful rating must be achieved. The Lieutenant must care for and wear the uniform in accordance with established guidelines and procedures and maintain currency in law enforcement techniques and appropriate station regulations. He/she performs daily inspections, either formal or informal, of shift police officers and dispatchers to ensure proper conformity with personal appearance standards and passes on all pertinent information pertaining to changes or new procedures in operations at the beginning of each tour of duty. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
