Major duties include but are not limited to:
The incumbent collaborates with the Assistant Financial Officer establishing organizational structure and guidelines, performance standards, work review, and reporting requirements and defining the line of authority and supervisory controls essential to carry out the mission of the Payroll office. Incumbent plans and directs work to accomplish the overall mission, which includes workflow methods, procedures and the number of employees required to accomplish the workload. Responsible for the alignment of work, to include the retroactive pay adjustments, and recognizing and recommending major changes needed within the organizational structure. Assigns priorities to the work at hand and assigns employees to those duties which will best produce the of desired results. Reviews the operations on a continuing basis of the different organizational functions of the Payroll office for determining the need for and devising improved work methods and clerical procedures. Establishes guidelines and performance expectations for staff, which are clearly articulated and measurable through the formal employee performance management system. Observes work performance and conducts work performance critiques. This responsibility includes development of performance standards, writing position descriptions, evaluating work performance, counseling employees whose performance is marginal or unsatisfactory. The incumbent provides informal feedback and periodically evaluates employee performance. Reviews, accepts, amends, or rejects work of subordinates. Keeps employees informed as to how well they are performing, assists and encourages them to develop better work methods. Initiates disciplinary or adverse actions for conduct issues if corrective action is unsuccessful. Hears and resolves complaints from employees. Develops, analyzes, evaluates, and advises on or improves the effectiveness of work methods and procedures, resource utilization, management controls, information and documentation systems, and/or similar functions of management as assigned. Analyzes and reviews documentation procedures and controls, files, directives, forms, records control and disposal procedures and office automation. Devises procedures to comply with mandatory requirements for payroll management Devises electronic methods for pulling, calculating and processing multiple public laws with various complex instructions and procedures. Insures all Payroll staff are trained and in compliance with public laws and procedures developed for pulling required information, calculating pay outs, processing transaction or submitting remedy tickets and other system requirements. Coordinates and resolves pay problems and supervises the resolution of employee pay issues. Receives and prepares responses for requests from VACO, VISN 5, Payroll, HR offices, financial institutions, mortgage companies and Treasury Department, IRS, employee union representatives, and various other points of contact. Assures that subordinates fully comply with safety regulations. Conducts regular training to ensure Payroll staff are informed on policy and procedures both local and national as needed. Incumbent is responsible for planning the workload for the Payroll staff. Incumbent has the authority to determine and plan workload assignment and accuracy of processed action to achieve an acceptable level of quality. Initiates recruitment actions, interviews and selects new employees. Determines the training needs of the employees and obtains sources to provide training opportunities. Incumbent is responsible for the interpretation of laws, regulations, policies and procedures relating to Payroll functions, including recently passed and continually evolving public laws. Responsible for accurate and timely preparation of recurring and nonrecurring reports for submission to VA Central Office, US Treasury Department, Internal Revenue Service, preparation of special reports for use of station and VISN management. Incumbent is responsible for interpretation of laws, regulations, policies, and developing standard operating procedures and coordinating across eight sites. Writes policies and procedures for accomplishing routine and unique transactions as needed that impact every employee in the medical center. The work is sedentary. Some work may require walking to conduct Payroll work. Work may also require walking and standing in conjunction with travel to and attendance at meetings and conferences away from the worksite. Incumbent may carry light items or drive a motor vehicle. The work does not require any special physical effort. Selected applicants will be required to complete an online onboarding process. Time-In-Grade Requirement:
Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-08 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. Experience:
You must have one year of specialized experience equivalent to at least the next lower grade GS-7 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to the following:
Knowledge and skill in applying, a wide range of Payroll & Accounting concepts, laws, policies, practices, analytical diagnostic methods & techniques sufficient to solve a wide range of complex, interrelated Payroll & Accounting processing problems & issues; Ability to analyze a wide variety of automated PAID & DFAS payroll coding screens & reports to identify errors, & potential processing problems; Capability to review the analysis conducted by others & comment on their completeness & adequacy; Aptitude to recognize potential problems & make recommendations; Apply written & oral communication techniques sufficient to develop & conduct employee briefings about Payroll issues; Competent in the development project papers, status/staff reports & correspondence; Expertise on retrieving & presenting data utilizing automated information systems on Payroll problems & issues to higher Management Officials; Manages and Conducts performance evaluations, recommends recognition of deserving employees; Ability to address disciplinary action when necessary; Advises and instructs employees in job techniques; Directs employees to current policies, develops new procedures; Regulate and monitor workflow & internal controls within payroll. The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
